In 1999 the National Dairy Authority served 4,966 dairy farmers across the country (see project map).  These farmers are based in North Luzon (Ilocos Norte, Benguet, Pangasinan and Bulacan provinces), South Luzon (Cavite, Laguna, Batangas, Quezon, Albay and Sorsogon), the Visayas (Cebu, Capiz, Negros Occidental and Leyte) and Mindanao (Misamis Oriental, Bukidnon, Davao del Sur and Davao del Norte).  The said farmers are members of 65 primary cooperatives (Summary of coverage).

The NDA also assisted other entities such as agrarian reform beneficiaries and state educational institutions.

This coverage was made possible through its four island offices strategically located in North Luzon, South Luzon, the Visayas and Mindanao.
