PROGRAMS
EXECUTIVE
SUMMARY
In
1999 NDA made significant gains in its mandate to provide direction for
the accelerated development of the Philippine dairy industry through its
three major programs as follows:
A. DAIRY ENTERPRISE DEVELOPMENT PROGRAM (DEDP)

Set
in motion the importation of 1,200 dairy animals to augment the
existing dairy herd.

Initiated
the establishment of a contract breeding scheme to produce 10,000 dairy crossbreds annually
starting on its second year.
|
 |
Took steps for
the setting up of a dairy guarantee fund of an amount responsive to
the needs of dairy farmers for the acquisition of dairy animals and
the implementation of other dairying activities.

 |
Delivered
breeding services through artificial insemination and the natural
method.
|
 |
Provided
technical assistance to NDA-assisted dairy cooperatives and other
entities covering the vital areas of production, collection,
processing and marketing.
|
B.
INDUSTRY SUPPORT PROGRAM (ISP)
 |
Responded
accordingly to the recommendations of a Philippine Dairy Policy
Study undertaken by a team of Swede-Agri experts and two
livelihood-related researches conducted by the National Institute of
molecular biology and Biotechnology (BIOTECH).

Implemented
measures related to four communal dairy projects based on the
findings of a study commissioned through the Philippine Council for
Agriculture, Forestry and Natural Resources Research and Development
(PCARRD).

Undertook
a module run of sterilized milk blend for purposes of school milk
feeding in cooperation with the Dairy Development Foundation of the
Philippines, Inc. (DDFPI) and the Dairy Confederation of the
Philippines (DAIRYCON)

C.
SCHOOL MILK FEEDING PROGRAM (SMFP)

Covered
over 32,000 school children in 228 elementary schools in various
parts of the country.

Made
representations with the Congress for the institutionalization of
the milk feeding program through the provision of a milk feeding
fund.
|
 |
Participated
in the formulation of an expanded milk feeding program for children
pursuant to a memorandum from the Office of the President. |

NATIONAL
DAIRY AUTHORITY DEVELOPMENT PLAN CY 2000-20004
National
Milk Feeding Program (NMFP)
- This will meet head-on the problem of child malnutrition through massive
milk feeding that will cover more areas and more intended beneficiaries:
school children and pre-schoolers.
By 2004, the NMFP will have raised the nutritional well-being of
450,000 children at an improvement rate of at lease 80 percent.
Over 18 million liters of fresh milk will be needed for the NMFP.
NDA-assisted cooperatives will provide this requirement, thereby
assuring them of a steady market for their milk produce.
Institutionalization of the NMFP, particularly in terms of funding,
will be vital to the success of the NMFP.
Dairy
enterprise Development Program (DEDP)
- This seeks to develop and empower 40 self-reliant dairy cooperatives in
eight dairy zones to achieve a gradually increasing local milk sufficiency
peaking at 5.6 percent by 2004. Dairy
farmers will also have attained additional incomes higher than the annual
poverty threshold. Herd
build-up of suitable dairy animals, development of dairy facilities,
cooperative empowerment, and education and training will be key factors in
the successful implementation of the DEDP.
Industry
Support Program (ISP)
- This seeks to provide favorable policy environment as well as physical,
financial and social infrastructure support for increased milk
sufficiency. It will
accelerate the integration of local dairy producers with the commercial
sector. It will also make
possible the setting up of 12 model dairy farms and eight
environment-friendly milk processing plants, as well as the conduct of 21
applied researches from technical to industry levels.

Feeding Program.

Increase dairy cooperatives milk sales
from Php50 million to Php202 Million.

Ensure an additional income for farmers of
about Php12,000 to Php50,000 annually.

 |
Benefit 1,000 dairy farmers and rural families
through capability building and technology transfer programs.

Establish 4 milk processing plants and 7 milk
collection centers nationwide.

 |
Increase national milk awareness rate from 3%
to 13% by 2004 through the National Milk Campaign.

Set-up 12 model farms and 8 model plants with
waste treatment facility, among other infrastructures.

Commission 3 to 5 dairy industry researches
