Background
The NATIONAL DAIRY AUTHORITY (NDA) was created by
virtue of Republic Act 7884, otherwise known as the National
Dairy Development Act of 1995. The law was sponsored in the Senate by then
Senator Leticia R. Shahani and at the Lower House by Representative Socorro Acosta and was
signed into a law by then President Fidel V. Ramos on February 20,1995. RA 7884 became
effective on March 12,1995, signalling the birth of the NDA.
Mandate
NDA shall be the central policy and determining body tasked to
ensure the accelerated development of the Philippine dairy industry.
Vision
An expanded, empowered, sustainable and globally competitive local
dairy industry.
Mission

Develop a base of smallhold dairy
farmer-cooperatives and empower them to fully own, manage and control viable, integrated
dairy enterprises;

Help improve nutrition for all,
particularly malnourished children, pregnant women and lactating mothers through milk
feeding and facilitate the inclusion on milk in all government assisted food distribution
programs;

 |
Provide favorable policy environment and
the needed industry support services towards increased overall milk sufficiency,but not
limited to the physical, financial and social infrastructures that will increase overall
milk sufficiency and ensure the active involvement of all players in the development
of the local dairy industry.

To promote and provide direction for the accelerated development of
the Philippine dairy industry.

To ensure adequate supply of milk and milk products at affordable
prices.

To conserve foreign exchange by supporting local milk production.

To enhance nutritional intake of children and pregnant/nursing
mothers via promotion of local milk and dairy products.

To improve livelihood opportunities and thereby increase income
level thru dairying.

To encourage and promote the active participation of farm
families, rural cooperatives and private sector, al of whom are principal development
agents.

To improve milk production from existing stock and to systematically
program the build-up of productive milk herd.

To develop and disseminate appropriate small-holder based dairy
technology.

To give support and assistance to all engaged in the dairy business
particularly rural-based small dairy farmers.

Powers and
Functions
 |
Formulate and execute dairy programs.
|
 |
Assist in purchase, importation, propagation, storage, distribution
and sale of dairy animals and other inputs as may be needed by the dairy industry.

Encourage the integration of dairy production and local milk and the
distribution of dairy products into various rural livelihood and nutrition programs.
|
 |
Borrow, raise or obtain funds; or to enter into financial
arrangements in order to support or carry out its objectives and purposes.
|
 |
Receive grants, subsidies, donations, or contributions from private
or government office, agency or corporation in the Philippines or abroad.
|
 |
Establish, maintain or operate a credit system that will finance
dairy farmers and dairy cooperatives or associations charge reasonable fees for services
rendered.

 |
Promulgate rules and regulations to carry out provisions and
policies of RA 7884.
|
 |
Adopt, alter and use a corporate seal; to sue and be sued; and
otherwise to do and perform all acts or exercise necessary to carry out its objectives.
